Surely there must be a joke in here somewhere.

This is the third time I think I have heard of such a tactic, and a third failure.

Any good standup comedians think up of a line?

One that is appropriate?

He was a "fall guy"
he was due to execute the plan, be found to have links to Iran, and then an invasion would follow.
But something went a bit wrong and it became apparent that he was on the CIA payroll so the only way out was to refer to him as an under cover operative.
(just my theory, I'm still working on proving it)
