A Peer or a Shaykh is a spiritual teacher. He has to be a fully qualified scholar who has also mastered the art of Tasawwuf (spiritualism) from his shaykh. He has to have Ijaza to give give religious and spiritual advice from his Shaykh.
The Peer/ Shaykh helps you to become a better and practising Muslim by guiding you on carrying out extra prayers/ forms of worship etc to increase your Imaan and to fight your ego.
An Aalim will increase your knowledge, a Peer/Shaykh will increase your spirituality and take your level of nafs(ego) from the lowest ego to a higher one which is more obedient to Allah (swt).
Today alot of peers are dodgy and have turned the role in to a business. But genuine ones do exist, its a matter of finding them.

Basically what it is supposed to mean is that that "peer" will help him become a better Muslim. Now it depends on the "pir" and the person as to what will happen. Some people just do it out of symbolism.
@Berachia - knowledge is very important. The prophet may not have been taught by man, but he was taught by Allah (swt).
If a "pir" does not have the knowledge to guide, he may cause more harm than good.
